Warriors can double their base armour protection, but taking more hits on armour than its base rating damages it, permanently reducing the base protection (at least until it is repaired or replaced). This is 'abusing' the armour in the passage quoted, sacrificing the armour's integrity to escape damage that would otherwise be applied to the Warrior's CON.
Non-Warriors, and Warriors who don't choose to take advantage of the doubling ability, only get the base protection but the armour won't need repairing or replacing (or not for a long time, in any case). This is 'normal' usage; when damage gets through to the wearer, it may damage the armour to an extent, but it's relatively minor - incidental punctures / slashes / dents rather than splitting / shattering / crumpling.
