"that guy" has a lot going on with "that company" products. It might be the case that he made a local copy of the info from your site on his computer for future reference, and then forgot that he'd copied it and mistook it for a submission. Could happen. Nevertheless, he should be organized better than that, and not let such a thing happen.
Anything that is on the web is not fair game. If it's from a US site, then even if it doesn't say that it's copyrighted, it still is protected by US law -- unless the author explicitly states that some rights are not reserved. Since "that company" is a US entity, he needs to be especially careful about printing materials already published on US web sites.
If the site he takes from isn't a US site, he might believe he's ok legally, but there are still international laws that grant protection. I'm not real familiar with what protection they provide, however.

From Wikipedia:
"The Berne Convention requires its signatories to recognise the copyright of works of authors from other signatory countries (known as members of the Berne Union) in the same way it recognises the copyright of its own nationals, which means that, for instance, French copyright law applies to anything published or performed in France, regardless of where it was originally created."
Virtually every country, including every First World country, has signed on to this Convention.
