In 5.x, real simple. Roll stats, pick level, and just level them up that many times. Remember that a level is either N to a stat other than luck, 2x N to Luck, or 0.5x N to each of ST & CN, and N is the level being gained. So, for example, Joe Shlomo: Lv 1: ST=9 DX=18CN=15 IQ=18 CH=12 LK=18 Wizard CA+12 Lv 2: ST=11 DX=18CN=15 IQ=18 CH=12 LK=18 (added to ST) CA+12 Lv 3: ST=14 DX=18CN=15 IQ=18 CH=12 LK=18 (added to ST) CA+14 Lv 4: ST=18 DX=18CN=15 IQ=18 CH=12 LK=18 (added to ST) CA+18 Lv 5: ST=18 DX=18CN=15 IQ=18 CH=12 LK=28 (added to LK) CA+28 I'd give him 1-2 lv 5 spells, a handful each of levels 2-4, all Lv 1, decent armor, and a good dagger, and a staff ordinaire.
In 7.x, you simply make the level stats higher... pick them, and give them up to X talents at 1d6 each.
My general guide is that I roll a level 1, then take the highest level stat, and add 10 point chunks until I get to the needed level. For each chunk, I add 2d to their lowest level stat, 1d to each other level stat, and 1d to one non-level stat, and add another 3d6x100gp in gear. But that's just a house rule.
In either case, pick gear appropriate to the character and their lot in life.

You could also use the following generators: 7th edition5th editionNote: The 7th edition generator only creates first level characters, but you could then use Aramis' method to raise them. With the 5th edition generator, you can create up to 20th level characters. That site is quite useful in a number of ways. The owner is a member here. He hasn't posted for a while, but I believe that he still pops in from time to time... (Khaydhaik, if you're reading this, I don't think that I ever told you what a good job you did on those generators (especially the 5th edition one). I've just, very belatedly, Exalted you for them. Do you have any plans to allow higher than first level characters in the 7th edition one?) Just for amusement, I generated a character using the 7th edition generator. The results: STR: 27 (5,5,5) (6,5,1) CON: 07 (3,2,2) DEX: 08 (1,2,5) SPD: 06 (4,1,1) INT: 05 (1,1,3) WIZ: 07 (2,4,1) LK: 10 (3,4,3) CHR: 16 (5,6,5) GP: 60 (1,4,1) 6 rolls out of 9 scored 8 or less! That's pretty impressive!

I also applaud the character creation pages and have often used them!!!
For non level 1, v5, player characters this formula is used
STAT += Math.floor((random(LEVEL) * random(STAT + 1)) / 4);
