This rule is designed to emulate the mighty men of muscle that are so prolific across fantasy literature that seem to wield weapons far greater than any normal man with only one-hand.
If a PC has twice the STR required to wield a two-handed weapon and, also twice the DEX required to wield it, they may do so with one hand.
PC's may not wield two two-handed weapons at once as that would be far too much of a challenge for even the greatest of fighters but, the now free hand may be used to wield a single-handed weapon or, a shield.

Can he also use the free hand to make rude gestures, or to hold onto the waist of a voluptous desert maiden he is rescuing and whose figure the pulp author spends an inordinate amount of time describing, but who will be forgotten by the next book in the series?
I am looking at you, Robert E. Howard and Robert Jordan channelling Robert E. Howard.
Very good rule - I considered something very similar (in fact, identical) years ago but never got around to writing it down. It seemed like a bit of an additional complexity.

Ooh. I like this.
Proper hero stuff, because it allows the players keep exploring mundane weapons, as opposed to relaying of greater magical bonuses and personal adds. Although it may be worth pointing out that some two handed weapons are two-handed because of the way they might be used - both offensively and defensively, as opposed to just weight/encumberance. I don't have an example to hand but I can imagine players could come up with something that would scupper it, but overall I think it's a great idea.
If players absolutely demanded the use of two-handed weapons, you could insist they needed 4x the minimum strength of the higher strength weapon, or least that the weapons were somehow "balanced" against one another.
(Maybe the maiden can be a missile weapon?)

Really good rule. Similar appears in the TFT rules... and later reappears somewhere in GURPS...
